Engineers Canada has released two Requests for Proposals to advance our competency assessment project. We seek change management expertise and a business analysis.
The competency assessment project emerged from Engineers Canada work to support the integration of international engineering graduates into the engineering profession. This work was focused through the project From Consideration to Integration, which put forward 17 recommendations to improve the licensure process for international engineering graduates. Engineers Canada is now working with Canada's 12 engineering regulators to support implementation of these recommendations. As part of the implementation process, further recommendations were made to move to compentency-based assessment of applicants for licensure, with an online process necessary to make the process efficient and effective. To continue this effort, Engineers Canada seeks expertise in change manamagent and business analysis.
Change Management
Engineers Canada is seeking proposals from firms or individuals (each a “Proposal”) to serve as a consultant or consultants to define and lead Change Management activities including:
- Facilitate the establishment of a decision making body/group that fully represents engineering regulators’ interests and needs; the mandate of this group would be to make decisions and guide the work for the selected option.
- Partnering with the project manager and business analyst:
- Facilitate the definition of a common set of "must have" requirements among interested engineering regulators for the automation of competency assessment processes.
- Facilitate interested engineering regulators in their technology solution(s) selection and implementation planning.
The following outcomes are expected:
- Commitment of four or more engineering regulators to be part of the longer term Competency Assessment Portfolio Roadmap
- Confirmation of three or more regulators who have a common set of high level requirements in these four areas:
- integration
- user experience (applicants, assessors and engineering regulator staff)
- document and record storage
- hosting capacity
- degree of customization
- A decision on the options identified as part of planning, the decision will be the most effective way forward for engineering regulators to enable engineering mobility (domestic and international) through technology.
- An agreed way forward for the next phase of work
The timeframes for this engagement are expected to be from June 2016 to September 2016.

Business Analysis
Engineers Canada is seeking proposals from firms or individuals (each a “Proposal”) to serve as a consultant or consultants to define and lead Business Analysis (requirements management) activities including:
- partnering with change manager and project manager, support the definition of a common set of "must have" requirements among interested engineering regulators for the automation of competency assessment processes.
- Support interested engineering regulators in their technology solution(s) selection and implementation planning
The following outcomes are expected:
- Confirmation of three or more regulators who have a common set of high level requirements for the following four areas:
- integration
- user experience (applicants, assessors and engineering regulator staff)
- document and record storage
- hosting capacity
- degree of customization
- A decision on the options identified as part of planning, the decision will be the most effective way forward for engineering regulators to enable engineering mobility (domestic and international) through technology.
- Establishment of a sustainable requirements management approach, framework, and set of deliverables.
The timeframes for this engagement are expected to be from June 2016 to December 2018.
