About the role

The National Program Manager, Member Services leads program oversight, financial governance, reporting, compliance, and strategic planning of Engineers Canada’s National Programs for provincial/territorial engineering regulators, as well as the 300,000 engineers and geoscientists across Canada. The National Program Manager provides expert guidance and recommendations to the organization on complex program changes, contract input/development, negotiation, and implementation, and fosters a culture of continuous improvement. The National Program Manager builds effective working relationships with the team, its key interest holders, and easily understands and interprets program metrics and outcomes while undertaking research, long-term planning, and market analysis to ensure program growth and sustainability.

Key Responsibilities

  • Directs the operations of the member services team including program oversight, renewals, contract compliance, financial governance, marketing and reporting for a wide portfolio of programs in the areas of asset management, life & health, property & casualty, and professional liability, as well as member discount programs.
  • Develops, delivers, and manages member services programs and products/services for the member regulators, affiliated associations, engineers, Geoscientists, and their families.
  • Collaborates with external and internal interest holders on the development of program-specific marketing plans; oversees marketing output and monitors activity to ensure its alignment with departmental and organizational Strategic Plan.
  • Provides expertise, guidance and recommendations to provincial/territorial regulators and Engineers Canada on programs to protect their organization’s financial and participant liability, such as D&O/E&O, commercial crime, cybersecurity, and member professional liability.
  • Establishes and maintains effective working relationships with regulators, partners, service providers, and professional groups for the effectiveness of program operations and to enhance collaboration between interest holders.
  • Oversees and directs the request for information (RFI), request for proposal (RFP) process, including technical and financial criteria, conducting bid evaluations and contract award recommendations.
  • Undertakes research and long-term planning and develops strategies to ensure continued success, sustainability, and growth of National Programs.
  • Identifies and monitors emerging benefits, products, and/or enhancements to current products and services in the marketplace.
  • Manages Engineers Canada’s responsibilities as set out in program and product/services agreements and contracts.
  • Provides staff leadership and support to associated committees at Engineers Canada, as needed.

Education and Experience Requirements

Education

  • Graduate from a recognized University, specializing in Commerce, Business or Economics, or an equivalent combination of education and experience.

Experience

  • Minimum of (5) five years of experience in program management and/or program development and management for life & health programs, corporate liability programs and/or property & casualty programs.  A combination of program experience would be considered an asset.
  • Minimum of (3) three years of management and team leadership experience and reporting experience.
  • Experience with reporting on key performance indicators; proficient in drafting/editing reports to external interest holders.
  • Experience in interpreting technical data and reporting on data outcomes.
  • Excellent communication skills; demonstrates adaptability and a collaborative leadership style.
  • Experience working with diverse cultures with a proven ability to build credibility and maintain collaborative and/or trusting relationships internally and externally.
  • Strong organizational, interpersonal, problem-solving and time management skills.

Key Competencies

  • Experience establishing, monitoring, and maintaining a budget.
  • Exceptional interpersonal skills, and experience working with the wide diversity of cultures within staff, volunteers, and interest holders and a proven ability to build relationships, establish alliances and influence, negotiate, and build credibility internally and externally.
  • Significant knowledge of strategy development, project management, and service delivery.
  • Experience working with professional regulatory organizations is an asset.

Desirable

  • Proficient in the use of Project Management principles, practices, and tools with a track record of delivering projects on time and on budget.
  • Proficient in the use of Microsoft Office 365 Business, SharePoint, and Microsoft Teams.
  • Experience with staff supervision, work planning, budget creation, development, and control.
  • Knowledge of employee benefits and insurance products and processes.

Language

  • Proficiency in English is required. Proficiency in French is an asset.

About our working conditions

This is a full-time, permanent position that is based out of our Ottawa head office. 

There is a requirement to work a minimum of (3) three days/week in the office for the first (3) three months of employment and to occasionally work weekends and evenings. This position may require occasional travel within Canada.
